The City of Decatur understands the important role employees serve in providing municipal services to Decatur residents, and is dedicated to providing a comprehensive total rewards package which is flexible and competitive.

HEALTH/DENTAL/VISION INSURANCE:

An employee has the option of electing the City's health, dental, and vision insurance.  Benefits are effective 30 days from the date of hire.  Employee contributions are required.

FLEXIBLE SPENDING ACCOUNT (FSA) PROGRAMS:

This program allows pre-tax dollars to be allocated into accounts for reimbursement of childcare or medical expenses.  The annual limits for medical=$2,750 and childcare=$5,000. Flex debit cards are available for the medical FSA, and employees also have the capability to receive direct deposit of paper reimbursements.  The current FSA administrator is Medcom. 

LIFE INSURANCE:

The City offers all regular full-time employees Basic Life and Accidental Death & Dismemberment (AD&D) Insurance through Guardian.  The benefit is 2X the employee's base annual salary to a maximum of $310,000.

RETIREMENT PROGRAMS:

The City offers a defined benefit program which requires employee participation and contribution from all regular full-time employees. Employees are vested after 10 years of service. Retirement eligibility is based upon a calculation which involves the employee's age and years of service.

Two different voluntary retirement programs are also offered through the ICMA Retirement Corporation:

  • 457 Deferred Compensation program allows employees to put pre-tax dollars into investment funds that are selected by the employee.
  • Roth IRA program also allows employees to select their own investments; however, the elections are with post-tax dollars. Deferral limits are based upon the plan.

TUITION ASSISTANCE:

The City values employee development.  In addition to providing employees with various training opportunities, the City will also assist employees in paying for undergraduate or graduate courses.  The City will pay matriculation, fees and books for regular full-time employees who have been with the City for over one year and have not been denied a merit increase. The City will provide tuition assistance up to a maximum of $5,250 per academic year.*  The employee must maintain a cumulative B average and have been denied financial aid.

EMPLOYEE ASSISTANCE PROGRAM:

The City offers an EAP through FEI Behavioral Health for full-time and part-time employees and dependents.

Employee Assistance Plan includes counseling for:

  • Legal and financial problems
  • Child care and elder care concerns
  • Grief and traumatic events

ELECTRONIC EMPLOYEE SELF-SERVICE (ADP PORTAL):

The City provides an employee portal through ADP.  The secure portal allows employees to view electronic pay stubs, view up to 3 years worth of W-2's, up to date leave accruals, make simple personal data changes, and even access to an electronic city directory.   Current employees can access the ADP Portal by clicking here.
